If Biden were in the race, Obama could not run when Hillary in indicted. This opens the door to a third Obama/Biden term.

Vice President Joe Biden announced on Wednesday he won't be seeking the Democratic nomination for president, but the 20-minute speech he gave from the White House Rose Garden sure sounded a lot like someone who is running, Gabriel Sherman writes for New York magazine. 
Flanked by his wife, Jill, and President Barack Obama, "Biden unfurled what could only be described as a stump speech," Sherman said.

Biden took shots at front-runner Hillary Clinton and Sen. Bernie Sanders, too. He said Republicans are not "the enemy," a reference to Clinton saying the GOP was her enemy at the recent Las Vegas debate, and "he dinged her for flip-flopping on the president's trade bill by saying the candidates should run on Obama's record."

As for the socialist Sanders, Biden said the rich can help solve the problems the country faces.

Most revealing, Sherman said, is how Biden closed his speech in an effort to "preserve his political capital," which could come in handy should Clinton's campaign eventually implode.

'He said, 'We can do this' — an echo of Obama's 'Yes We Can' slogan" — and vowed, 'When we do, America won't just win the future. We will own the finish line,'" Sherman noted.

Talk show host Rush Limbaugh also noticed how Biden's words sounded more like he was announcing a run than saying he would sit this one out.

"You know, this speech was a classic 'I'm running for president' speech,"Limbaugh said on his radio show Tuesday. " This laid out an agenda. His remarks established a pathway that he thinks the country should be on and he would put us on and is going to put us on. It did not jibe whatsoever with somebody announcing they weren't gonna run."
Limbaugh speculated that Biden really wanted to run and was told not to.

"And the deal was, 'OK, well, I get to go out and say what I wanted to say anyway,'" Limbaugh said.
