Newly-elected House Speaker Paul Ryan warned President Obama against attempting to use an executive order to close the U.S. detention center at Guantanamo Bay, Cuba.
With the Senate following the House on Monday in passing a new defense spending bill that included a ban on shuttering the prison and transferring prisoners to U.S. soil, the White House is reportedly mulling the idea of using an executive order to fulfill Obama's campaign promise.
"He can't. He doesn't have the authority to do it. It's just that clear," the newly elected Speaker told With All Due Respect host Mark Halperin. 
"Look, we passed the bill in the House with 390 votes, well over enough to override a veto. The Senate today passed this bill with 91 votes, well over what is needed to override a veto," he said. "The language is very clear that he can't transfer the prisoners, and this is language that was put in the defense bill by Democrats when they ran Congress in the early part of the Obama administration."

Throughout the interview, Ryan declined to give specifics for tax reform plans that Republicans would soon begin crafting, but he did emphasize the need for "fewer loopholes and deductions." 
Ryan also depicted Social Security and Medicare as being "on the verge of bankruptcy." 
"We need to act to shore them up," Ryan said. 

Hours before the next Republican presidential debate, Ryan, who was the GOP's vice presidential nominee in 2012, also weighed in on front-runners Donald Trump and Ben Carson. 
"You don't have to be elected in government as a governor or senator or congressman to be an excellent president," Ryan said about whether those without elected experience should be considered for the presidency.

House Speaker John Boehner's leadership is facing crucial tests this fall – and could signal an end to his era, Politico reports.

Citing interviews with a dozen lawmakers and aides, Politico reports as Congress gets back to work Tuesday, the Ohio Republican must manage a fight to defund Planned Parenthood, the threat of a potential government shutdown, a deadline to raise the federal debt ceiling, a showdown over highway spending – and a vote to oust him as Speaker.

"Look, no question they're looking at a challenging fall," David Schnittger, a former top aide to Boehner for 21 years tells Politico.

"By the same token, these guys aren't strangers to challenging situations. What lies ahead looks challenging, but it also looks kind of familiar. Boehner's in the second half of his fifth year as speaker. Having been there for four of those five years, it seemed like every few months there was a new 'test.'"

Some two dozen Republican lawmakers voted against his bid for a third term as speaker in January, and he survived another ouster bid in July from conservative North Carolina Rep. Mark Meadows.

Still, supporters point to Boehner's contribution to one of the most productive sessions in Congress, negotiating a permanent change to how doctors are reimbursed under Medicare, a free trade agreement, and creating the Select Committee on Benghazi that exposed Hillary Clinton's use of a personal email server, Politico reports.

"I don't think any other speaker could've gotten anything more out of this White House," House GOP chief deputy whip Patrick McHenry (R-N.C.) tells Politico.

"Look at what we've been able to do in the time we've been in the majority, with a Democratic president who has had a backstop of a U.S. Senate for the most part controlled by Harry Reid," added fellow Ohio Rep. Pat Tiberi.

"Despite that challenge, we've cut discretionary [spending]. We had a significant mandatory spending program reformed in the 'doc fix.' That's pretty significant."

But Politico reports top lawmakers and aides in the GOP leadership expect Meadows or another Boehner foe to try and force a vote before the end of the year on whether to keep him as speaker. He'll likely lose the support of the 25 lawmakers who voted against him last time, plus others who've gotten more frustrated, Politico reports.

The first big test of Boehner's helping comes at the end of the month, when government funds run out – and as conservatives push to oppose any budget bill that continues to fund Planned Parenthood, which has come under intense fire after hidden-camera videos showed how the brokering of fetal tissue for research was handled. The group counters the videos are a smear tactic.

"If there's anyone in this world who would want to defund Planned Parenthood, it's John Boehner," Tiberi tells Politico. "But the reality is, as I've said over and over again, how do you do that with a president who doesn't agree with you? … How would a new speaker change the fact that we don't have the votes?"

Conservative lawmakers are plotting to dump House Speaker John Boehner as soon as November, the National Journal reported Thursday.

The National Journal said 40 to 50 House conservatives are behind a scheme to infiltrate the GOP leadership in 2015, and pushing the Ohio Republican aside would be the first step.

The conservative disapproval with Boehner has been widely reported.

The rebels' strategies include backing a single conservative leadership candidate, cutting a deal with Majority Leader Eric Cantor that would swap support with him for speaker in return for his bringing aboard "a conservative lieutenant," or showing Boehner at the post-November elections' meeting of the incoming GOP conference that he doesn't have the votes for re-election in January, the National Journal reported.

One Republican told the publication the "nucleus" of the rebellion is inside the House Liberty Caucus, which includes Justin Amash of Michigan, Raul Labrador of Idaho, and Thomas Massie of Kentucky, who all objected to Boehner's re-election as speaker in January 2013.

Amash, chairman of the Liberty Caucus, has warned then there would be a "larger rebellion" if Boehner's leadership team didn't bring conservatives on board.

"There are no big ideas coming out of the conference. Our leadership expects to coast through this election by banking on everyone's hatred for Obamacare," said one Republican lawmaker organizing the rebellion the National Journal didn't identify. "There's nothing big being done. We're reshuffling chairs on the Titanic."

Boehner isn't the only target of the conservatives' ire, the National Journal reported.

Cantor has come under fire from conservatives recently because of a voice vote maneuver that helped pass an Obamacare "doctor fix" bill.

"I'm getting used to being deceived by the Obama administration, but when my own leadership does it, it's just not acceptable," Rep. Matt Salmon of Arizona said last week, after Cantor met with a group of angry Republican Study Committee members.

"It's an issue of trust. If you want to have a majority that is governing, and a majority that is following the leader, the rest of us need to be in a position where we trust our leadership," Labrador has said, the National Journal reported.

"When you have politicians actually playing tricks on their own party, and their own members of Congress, I think that erodes the trust the American people have in the rest of us."

For his part, Boehner isn't going anywhere.

"Speaker Boehner is focused on the American people's top priority: helping our economy create more private sector jobs," Boehner spokesman Michael Steel told the National Journal. "He has also said—publicly and privately—that he plans to be speaker again in the next Congress."

The attempted overthrow of Boehner last year failed in part because conservatives didn't have an alternative candidate for Republicans to rally around, the National Journal noted.

"Somebody has to step forward," said Rep. Tim Huelskamp of Kansas, one of 12 Republicans who refused to back Boehner's re-election in 2013. "This is not something where after the election you can step forward. There's going to be months and months of [planning] needed."
