Moving the American embassy in Israel from Tel Aviv to Jerusalem is a “very big priority” for President-elect Donald Trump, said top aide and campaign manager Kellyanne Conway on Monday. According to a report by Israeli media, the Trump team is already scouting sites in Jerusalem for the new building.

“That is very big priority for this president-elect, Donald Trump,” Conway told radio host Hugh Hewitt in an interview on Trump’s White House transition.

“He made it very clear during the campaign, and as president-elect, I’ve heard him repeat it several times privately, if not publicly.”

Trump had promised make the controversial move several times during his presidential campaign, exciting Israeli leaders who anticipate an America which recognizes Jerusalem as Israel’s capital.

Long-standing US policy observed by every president since Bill Clinton calls for deferring the 1995 Jerusalem Embassy Act, which would initiate the relocation of the embassy, every six months. President Barack Obama vetoed the move for the last time earlier in the month. The next time the bill comes up for consideration, Trump will be in office.

Conway noted that the move was important to Trump because it helps America’s “great friend” Israel and represents the wishes of many voters, including Evangelicals Christians.

“It is something that our friend Israel, a great friend in the Middle East, would appreciate and something that a lot of Jewish-Americans have expressed their preference for,” Conway said.

Along with other domestic issues, Trump’s agenda “is also about a strong Middle East and about protecting Israel,” she continued. “Evangelical Christians always have Israel at the top of their list when you ask what’s most important to them.”

Following on the heels of Conway’s comments, Israel’s Channel 2 reported on Monday evening that Trump’s transition team has already begun the planning stages of moving the embassy, including scouting locations in the capital.

According to the report, the Trump camp is already working with Israel’s Foreign Ministry on the matter, with officials checking on the availability of a certain plot of land in the Talpiot neighborhood which the US government purchased in 2014.

The land, which hosts the Immigrant Absorption Ministry-leased Diplomat Hotel, home to about 500 elderly immigrants from the Soviet Union, is adjacent to the existing US Consulate compound but would only become available in 2020, according to officials, the Times of Israel reported.

Citing security concerns, US President Barack Obama vetoed for final time the law to move the US embassy from Tel Aviv to Jerusalem.

In   a memorandum to the Secretary of State John Kerry, Obama wrote:

Pursuant to the authority vested in me as President by the Constitution and the laws of the United States, including section 7(a) of the Jerusalem Embassy Act of 1995 (Public Law 104-45) (the “Act”), I hereby determine that it is necessary, in order to protect the national security interests of the United States, to suspend for a period of 6 months the limitations set forth in sections 3(b) and 7(b) of the Act.

You are authorized and directed to transmit this determination to the Congress, accompanied by a report in accordance withsection 7(a) of the Act, and to publish the determination in the Federal Register. This suspension shall take effect after transmission of this determination and report to the Congress.

This annual presidential custom dates back to 1995, when Congress passed the Jerusalem Embassy Act,  for the purposes of initiating and funding the relocation of the Embassy of the United States in Israel to Jerusalem, no later than May 31, 1999. The act also called for Jerusalem to remain an undivided city and for it to be recognized as the capital of the State of Israel. The law allowed the president to veto for security considerations. Every six months since the law passed, every US president has done so, preventing the move from taking place.

During his campaign, president elect Donald Trump promised  he would move the embassy to Jerusalem. He generated enthusiasm for his campaign last year when he made that promise at a conference of the American Israel Public Affairs Committee (AIPAC), a pro-Israel lobbying group.

Nevertheless, shortly after the election,Walid Phares, a senior policy aide to Trump, seemed to backpedal on this pledge in a BBC interview when he stated the Trump administration would only move the embassy to Jerusalem “under consensus.” He did not define whose consensus he meant, or on what terms.

“Many presidents of the United States have committed to do that, and he said as well that he will do that, but he will do it under consensus,” Phares said.

Using this promise to attract pro-Israel voters and then reneging is an effective campaign poly used by both parties. Both Bill Clinton and George W. Bush vowed to move the embassy in Israel and then vetoed the law when it crossed their desks.

Jerusalem has been the capital of Israel since 1950 and officially annexed the eastern half of the city after unifying it in the 1967 Six Day War.

President-elect Donald J. Trump’s campaign addressed sensitive Middle East topics that included relocating the U.S. Embassy from Tel Aviv to Jerusalem—thus recognizing it as Israel’s de facto capital. Though Jerusalem as Israel’s capital is firmly established by history and archeology, the U.S. Embassy’s relocation there has been a long-standing, yet hot-button issue.

Despite congressional support for the move and the resulting 1995 Jerusalem Embassy Act, presidential waivers have circumvented its implementation with every successive administration, starting with former President Bill Clinton. While the primary reason given for suspending this act is “to protect the national security interests of the United States” (Presidential Memorandum — Suspension of Limitations under the Jerusalem Embassy Act), every excuse in the book has been given for not signing the legislation, which lands on the president’s desk every six months. Until now.

Trump vowed that the embassy’s relocation to Jerusalem would be one of his first priorities upon taking office Jan. 20. After presidential hedging over the issue, and the marked chill in U.S.-Israeli relations under Obama, Israel finally will have a friend in the White House who comprehends her value to the United States and the increasingly menacing threats to her national security.

It is essential that Trump and his team move expeditiously to relocate the U.S. Embassy as one of the first items on his agenda. As a businessman with no political background, he undoubtedly will rely on the team he is now putting together, one that will include political, foreign affairs and military experts with knowledge of the Middle East, and a penchant to cut to the chase through the Gordian knot of minutia surrounding this issue. As wise King Solomon wrote,“There is safety in a multitude of counselors.”

While Trump’s move will likely provoke an uproar among Muslim states and their allies, we will soon have a president in the White House who has pledged to “make America great again.” America will only be great once it sheds its paper-tiger image, which has dismayed people at home and abroad, perplexing our allies and bolstering our enemies. It is evident that Trump intends to elevate America’s image by exercising strength in leadership, and thus restoring American influence overseas.

Once Trump is sworn in Jan. 20, and his advisors and cabinet are in place, it is incumbent upon him not only to fulfill his promise to the millions who voted for him, but also to demonstrate to the international community that America stands firmly with our only democratic ally in the Middle East. Without a doubt, fulfilling his campaign promise is in the best interests of both Israel and the United States. Israel is on the front lines for America, and America should be on the front lines for Israel.

In my view, Trump is a standard-bearer. I hope other nations will follow suit and move their own embassies to Jerusalem, once and for all recognizing it as the undivided capital of the sovereign nation of Israel.
