Local Police Ain't What They Used To Be. Now They Are More Robocop Than Mayberry.

John W. Whitehead

Tanks on Main Street: The Militarization of Local Police

Posted: 01/04/12 10:53 AM ET

"If we're training cops as soldiers, giving them equipment like soldiers, dressing them up as soldiers, when are they going to pick up the mentality of soldiers? If you look at the police department, their creed is to protect and to serve. A soldier's mission is to engage his enemy in close combat and kill him. Do we want police officers to have that mentality? Of course not." -- Arthur Rizer, former civilian police officer and member of the military
Take a close look at your local police officers, the ones who patrol your neighborhoods and ensure the safety of your roadways. Chances are they look less and less like the benevolent keepers of the peace who patrolled Andy Griffith's Mayberry and more like inflexible extensions of the military. As journalist Benjamin Carlson points out, "In today's Mayberry, Andy Griffith and Barney Fife could be using grenade launchers and a tank to keep the peace." This is largely owing to the increasing arsenal of weapons available to police units, the changing image of the police within communities, and the growing idea that the police can and should use any means necessary to maintain order.
Moreover, as an investigative report by Andrew Becker and G.W. Schulz reveals, in communities large and small across America, local law enforcement are arming themselves to the teeth with weapons previously only seen on the battlefield. "Many police, including beat cops, now routinely carry assault rifles. Combined with body armor and other apparel, many officers look more and more like combat troops serving in Iraq and Afghanistan."
To our detriment, local police -- clad in jackboots, helmets and shields and wielding batons, pepper-spray, stun guns, and assault rifles -- have increasingly come to resemble occupying forces in our communities. "Today," notes Paul Craig Roberts, former Assistant Secretary of the Treasury and associate editor of The Wall Street Journal, "17,000 local police forces are equipped with such military equipment as Blackhawk helicopters, machine guns, grenade launchers, battering rams, explosives, chemical sprays, body armor, night vision, rappelling gear and armored vehicles. Some have tanks. "
Yet appearances to the contrary, the American police force is not supposed to be a branch of the military, nor is it a private security force for the reigning political faction. It is an aggregation of the countless local civilian units that exist for a sole purpose: to serve and protect the citizens of each and every American community.
It is particularly telling that whereas in the past, law enforcement strove to provide a sense of security, trust, and comfort, the impression conveyed today is one of power, dominance and inflexible authority. However, this transformation of local police into military units did not happen overnight. It cannot be traced back to a single individual or event. Rather, the evolution has been so subtle that most American citizens were hardly even aware of it taking place. Yet little by little, police authority expanded, one weapon after another was added to the police arsenal, and one exception after another was made to the standards that have historically restrained police authority.
What began with the militarization of the police in the 1980s during the government's war on drugs has snowballed into a full-fledged integration of military weaponry, technology and tactics into police protocol. For example, in 1981, Congress passed the Military Cooperation with Law Enforcement Act, which granted the military the power to help local police forces wage the "war on drugs" by sharing equipment, training, and intelligence. In 1997, Congress approved the 1033 Program, which allowed the Secretary of Defense to transfer surplus military supplies and weapons to local law enforcement agencies without charge -- the only thing that local police departments have to pay for is shipping and future maintenance. And police departments aren't just getting boots and medkits -- they're receiving assault rifles, mini-tanks, grenade launchers, and remote controlled robots.
Since 1997, more than 17,000 agencies have taken advantage of the 1033 Program, acquiring $2.6 billion dollars worth of weapons and equipment, and demand is only getting higher. In fact, a record-setting $500 million worth of equipment was distributed in 2011, twice the amount given away in 2010, and orders for fiscal year 2012 are already up 400 percent.
As Becker and Schulz report, more than $34 billion in federal government grants made available to local police agencies in the wake of 9/11 "ha[ve] fueled a rapid, broad transformation of police operations... across the country. More than ever before, police rely on quasi-military tactics and equipment." For example:
If terrorists ever target Fargo, N.D., the local police will be ready. In recent years, they have bought bomb-detection robots, digital communications equipment and Kevlar helmets, like those used by soldiers in foreign wars. For local siege situations requiring real firepower, police there can use a new $256,643 armored truck, complete with a rotating turret.
Moreover:
No one can say exactly what has been purchased in total across the country or how it's being used, because the federal government doesn't keep close track. State and local governments don't maintain uniform records. But a review of records from 41 states obtained through open-government requests, and interviews with more than two-dozen current and former police officials and terrorism experts, shows police departments around the U.S. have transformed into small army-like forces.
For example:
In Montgomery County, Texas, the sheriff's department owns a $300,000 pilotless surveillance drone. In Garland County, Ark., known for its pleasant hot springs, a local law enforcement agency acquired four handheld bulletproof protective shields costing $600 each. In East Baton Rouge, La., it was $400 ballistic helmets. In Augusta, Maine, with fewer than 20,000 people and where an officer hasn't died from gunfire in the line of duty in more than 125 years, police bought eight $1,500 tactical vests. And for police in Des Moines, Iowa, it was two $180,000 bomb robots.
The purchases get even more extravagant the deeper you go. For instance, police in Cobb County, Ga., have an amphibious tank and Richland County, S.C., police have a machine-gun-equipped armored personnel carrier called "The Peacemaker" the likes of which had previously only been seen in war zones. The 50-person police department in Oxford, Ala., has acquired $2-3 million worth of equipment in recent years, including M-16s and remote-controlled robots. One popular piece of equipment, the BearCat, a "16,000-pound bulletproof truck equipped with battering rams, gun ports, tear-gas dispensers and radiation detectors" which costs $237,000, has been sold to over 500 local agencies. Police in Hanceville, Ala., (population 3,000) have acquired $250,000 worth of equipment. While these so-called "free" surplus military weapons may seem like a windfall for cash-strapped communities, the maintenance costs for such extraneous equipment can quickly skyrocket. For example, police in Tupelo, Miss., spent about $274,000 over five years servicing a helicopter that flew an average of ten missions per year.
In addition to the military equipment acquired by police departments via the 1033 Program, police agencies are also beginning to use drones -- pilotless, remote-controlled aircraft that have been used extensively in Iraq, Afghanistan and Pakistan -- domestically. The Federal Aviation Administration has already issued 266 testing permits to local police agencies seeking to employ drone technology. AeroVironment Inc., a manufacturer of drones, intends to sell 18,000 5-pound drones controlled via tablet computer to police departments throughout the country. They are also touting the "Switchblade," a small, one-use drone, that has the ability to track a person from the air and then fly down to their level and explode. Moreover, some police officials are already discussing outfitting these spy drones with "nonlethal" weapons. Most recently, police in North Dakota arrested a family of farmers using information acquired by a spy drone.
With violent crime nationwide at a 40-year low, most of this equipment is not only largely unnecessary but is completely incongruous with the security needs of smaller communities. Yet whether or not the use of such sophisticated and overblown militarized equipment is justified, many local police units still feel compelled to put it to use. Hence, the widespread misuse of military equipment by law enforcement is a growing and well-documented problem that has resulted in the deaths of innocent people, nonviolent offenders and police officers. A perfect example of this is the tendency on the part of many communities to employ heavily armed SWAT teams to carry out routine police procedures such as routine search warrants. Consequently, SWAT team raids, which once numbered a few thousand per year in the 1980s, have grown to over 50,000 per year in the 2000s.
As Paul Craig Roberts makes clear in his article, "The Empire Turns Its Guns on the Citizenry," the government -- local law enforcement now being extensions of the federal government -- has trained its sights on the American people. We have become the enemy. And if it is true, as the military asserts, that the key to defeating an enemy is having the technological advantage, then "we the people" are at a severe disadvantage.

Moving Public Opinion Using Fear--The Sheeple Approach Or How Washington Works Now

Fear is a great motivator for the American public to continually give up more of their rights. We see it every day from the IRS scandal, the NSA scandals and the refusal of the government to let us know the real story behind Benghazi. They say they are protecting us, yet we do not know from what.

After the NSA scandal started to get traction, they invented the threat to embassies. They said the information was credible, yet they could not tell us the answers to the time, date, or place. Neither could they tell us the country or whether it was an attack on a building, a subway, rail or anything else.  To us that seemed very un-credible information and we wrote about it. So far, it seems like we are right.

Yesterday, our government closed an consulate in Pakistan out of fear.  We suspect that other closures are forthcoming.  However, this "threat" feels like it is a false campaign by al Qaida to make us look foolish. It is working.

The shepherds in Washington are not going to be satisfied with us and others who are questioning the threat level. We suspect that they will continue to ratchet up the fear until either they orchestrate something ala the Reishtag burning in Germany or there is an actual event. We bet the prior will happen before the latter!

Fear only works when there is something that can make the sheeple fearful and demand that our shepherds protect us more and more. Our Washington "smart people"  know this and are working hard to create such an atmosphere.  When will it occur? We suspect sooner rather than later.

Meanwhile, every action by the government to "protect us" actually makes our freedoms disappear. All one has to look at is the effect of the Patriot Act and the tenacles that it has spread throughout the country. The NSA is only one part, how about the TSA--the gentle screeners at the airport who molest at will? What about the purchases of weapons, ammo and vehicles by Homeland Security?

Our country is under attack, not by outsiders but by the government itself. Are you standing up for your rights or are you a sheeple?

Be scared, be very scared.  As the late Mark Scott used to say, "I love my country but fear my government."

Washington Thinks You Are Stupid

Washington Thinks You Are Stupid
PHOTOS.COM
There’s the old saying that if the government fears the people, there is liberty; but if the people fear the government, there is tyranny. The criminals in Washington not only do not fear us, they do not respect us. Washington looks upon Americans as stupid sheeple.
Washington believes that it can tell the population anything, and the people will believe it. For example, the official line is that the recession that began in December 2007 ended in June 2009. Many Americans believe this even though they have not personally experienced economic recovery. Indeed, they are sinking further into poverty and near poverty.
And don’t forget those nonexistent weapons of mass destruction that Saddam Hussein was alleged by Washington to possess. Or the Gulf of Tonkin fake event when Washington claimed that its warship was attacked by North Vietnam. Really, the list of official lies is very long. Anyone who believes anything that Washington says is too naive to be let out of the house alone. But Americans believe the lies, because that is what they think patriotism requires.
Relying on the proven gullibility of the bulk of the U.S. population, Washington claims to have uncovered an al-Qaida plot to attack U.S. embassies across North Africa and the Mideast. To foil the plot, Washington closed 19 embassies for the past weekend and for this week also.
Washington has not explained how closing the embassies foils the plot. If al-Qaida wants to blow up the embassies, it can blow them up whether they are open or closed.
If al-Qaida wants to kill the embassy personnel, they can kill them at home or on the way to work or later in the embassies when the alert passes.
I check in with the presstitute media only in order to ascertain whether my current estimate of their prostitution for Washington is accurate. Possibly, I missed some expression of skepticism about the latest terrorist threat. But I did hear NPR’s account. Back in the Ronald Reagan years, NPR was an independent voice. Today, it is part of the presstitute media. NPR lies for Washington with the best of them.
The U.S. media has ignored the obvious fact that as soon as the American population, Congress and Washington’s puppet allies, such as Germany, made an issue over the NSA’s clearly unConstitutional and totally illegal universal spying, the Barack Obama regime pushed the fear button and hyped a new terror plot in order to shut up critics and bring Congress and Germany back in line.
Washington proclaimed that a “threat” was discovered that al-Qaida — an organization that Washington is using in Washington’s effort to overthrow the Bashar Assad government in Syria and one that is enriched by U.S. military contracts to affiliated groups in Afghanistan — was going to blow up U.S. embassies in the Mideast and North Africa. Washington did not explain why al-Qaida, a recipient of Washington’s largess, was going to turn off the money spigot by attacking U.S. embassies.
I am surprised that bombs haven’t been set off in the embassies in order to prove the value of the National Stasi Agency’s spying, thereby shaming those in Congress and among the puppet states in Europe that object to the spying.
Once you give a moment’s thought to Washington’s claim, you see that Washington is proving its impotence by hyping such nonexistent threats. Officially, the U.S. has been at war with al-Qaida since Oct. 7, 2001. The “superpower” has been battling a few thousand lightly armed al-Qaida for almost 12 years, and what is the result?
Despite Washington’s claims to have killed al-Qaida’s top leaders, including Osama bin Laden himself, Washington has lost the war. Al-Qaida has grown so powerful that it not only fights in Syria, with Washington’s help, against Assad; but it also has prevented the U.S. military from occupying Afghanistan. Moreover, in addition to al-Qaida’s military success against the “superpower” and the chaos that al-Qaida continues to produce in Iraq, al-Qaida now is so powerful that it can shut down U.S. embassies all across the Mideast and North Africa. The “threat” that was supposed to boost the NSA’s position actually proves Washington’s powerlessness.
We can only pray that soon al-Qaida shuts down Washington itself. Imagine the sense of American liberation if Washington simply were shut down or, even better, if Washington could be put under Punjab’s magic blanket and disappeared. For the 99 percent and the rest of the world, Washington is nothing but an oppressor.

Russian Troops In US--New Development In Obama Plan

First there were purchases of ammo, then additional purchases, then FEMA camp rumors,  then armored vehicles, then buying of AR-15s and now we are starting to see stories of Russians in Department of Homeland Security (DHS) uniforms. It appears as if the plan is coming together.

We could speculate, however, we believe that reality is too real for us. Obama and his friends are trying to change America and his is quickly accumulating the materiel and now the manpower to do so.

Obama knows that most American troops would not shoot at their fellow citizens nor would they collect the weapons that they own.  However, Russian troops dressed in DHS uniforms would. They would arrive driving DHS armored vehicles, carrying DHS purchased weapons and firing the bullets that DHS had bought. Those who fight back would either be shot or shipped off to "reducataion camps" aka known as FEMA camps. What a delectable, deceitful plan!  Obama is a genius! A sick genius.

Will the American experiment end this way? Will it all end in a government takeover? What is your opinion?

DHS Buys Ammo, Armored Vehicles and Now Assault Weapons

The American government  thinks that we are stupid country bumpkins who are only interested in  our "guns and bibles" as they go about assembling an arsenal of guns and ammo along with vehicles that are made for war.  My friends, this is very scary.

Only when a government is afraid of its citizens does it arm itself to resist the efforts of the populace to protect their rights. We have seen this in Egypt, Libya, Syria and now here in the good ole' USA.

It would not be irresponsible to assert that there is something wrong here in America. There are too many warning signals that cannot be dismissed. We have a department of government on a buying spree without regard to  current economic doldrums and no one  calls them on it. It makes one ask a simple question. "What in the heck is going on?

Yesterday, our chief law enforcement officer, Attorney General Holder,  had to be badgered by Senators to admit that an American sitting in a cafe drinking coffee does not present a clear and present danger and therefore should not be killed in a drone attack. He had to be asked four or five times to make that admission. Most Americans would think it was a no-brainer. Why would he hesitate?

As a reminder, this is the same Attorney General who found nothing wrong with the Fast and Furious Operation which forced law abiding gun dealers to sell illegal weapons to Mexican drug lords.  One of our border guards paid with his life for the government's malfeasance.

This is an Administration that professes to be open and is one of the most secretive; who gives money to their friends without regard to the viability of their enterprises; who says they want to protect us by taking away our guns; who takes over private companies in order "to save them"; who says they support our strongest allies while cozying up to our enemies; and who has shown their lack of fiscal honesty by forcing agencies to make "things hard on the public" while doling out millions to Egypt. In addition, we see them building a domestic army out of the Department of Homeland Services.  There is something wrong in River City and it is not pool!

Something is about to happen and unfortunately, it probably will occur this summer. The pieces are coming together for the Administration and all they need is the precipitating event. What might occur is all conjecture, however, it will be frightening and large (like the Reichtag Fire in Germany) which will make Americans plead for the leadership to take control. (We are always looking for Daddy to take care of our problems, right!) At that point, the strands will be pulled together to make a terrible rug. It will come clear why the government was buying the guns, ammo and armored vehicles; why they were de-sensitizing us to drone strikes; and why they were marginalizing Congress and expanding Presidential power. It will happen whether it is this summer or next, but we are very close.

DHS buys 7000 full-auto assault rifles, calls them ‘personal defense weapons’

  •  The Alex Jones ChannelAlex Jones Show podcastPrison Planet TVInfowars.com TwitterAlex Jones' FacebookInfowars store
Mike AdamsNatural News
Jan 28, 2013
In yet another huge blow to the rhetoric and narrative of the Obama administration and its desire to disarm the American public, a DHS bid has been uncovered (see documents below) showing that the Department of Homeland Security recently put out an offer to purchase 7,000 full-auto “assault weapons” to be used domestically, inside the USA.
Keep in mind that President Obama is on the record saying, “AK-47s belong in the hands of soldiers, not in the hands of criminals; that they belong on the battlefield of war, not on the streets of our cities.”
But it seems he really means they don’t belong on the streets of our cities unless they are in the hands of homeland security enforcers, in which case they can be FULL-AUTO assault weapons.
The DHS bid for 7,000 full-auto assault weapons is found by clicking here. The original credit for discovering this goes, to my best knowledge, to Awr Hawkins at Breitbart.com.
In the hands of the government, they’re called “Personal Defense Weapons”
The juiciest part of this bid is the use of the phrase “Personal Defense Weapons” to describe the full-auto AR-15s being purchased by DHS.
Apparently, when YOU hold an AR-15, it’s an “assault rifle.” But magically, if you hand that same rifle to an armed government homeland security enforcer, it instantly transforms itself into a “personal defense weapon.”
  • A D V E R T I S E M E N T
The request for bid actually says:
DHS and its components have a requirement for a 5.56x45mm NATO, select-fire firearm suitable for personal defense use in close quarters and / or when maximum concealment is required.
So there it is, right in black and white: DHS enforcers need full-auto AR-15s which are “suitable for personal defense in close quarters” and for “maximum concealment.”
But if you or I make the same claim, suddenly we are branded lunatics by the fringe left and all the gun grabbers across America who apparently have no clue that their own government is arming up like never before.
Senator Feinstein, the gun-grabbing Senator from California, says she wants to take all the guns from all Americans. “Mr. and Mrs. America, turn ‘em all in,” she says on the record. But while Mr. and Mrs. America are turning in their guns, ‘roid-head DHS goons are arming to the teeth with full-auto assault rifles.
This is all on top of the 1.6 billion rounds of ammunition the U.S. government has already stockpiled, as was discovered last year. What kind of government wants to domestically stockpile ammo and full-auto weapons, putting them in the hands of domestic agents who have nothing whatsoever to do with overseas wars? Well, the kind of government that plans to NEED 1.6 billion rounds of ammo and full-auto assault weapons, of course.
Read some language from the contract bid: Pistol grips, full-auto and more
Here’s some selected text from the bid:

The action shall be select-fire (capable of semi-automatic and automatic fire).
The action shall be capable of accepting all standard NATO STANAG 20 and 30 round M16 magazines (NSN 1005-00-921-5004) and Magpul 30 round PMAG (NSN 1005-01-576-5159). The magazine shall have a capacity to hold thirty (30) 5.56x45mm NATO rounds.

The fire control selector shall have three positions; safe, semi-automatic, and automatic.

The pistol grip shall be a fixed, vertical pistol grip constructed of a durable material.

DHS admits AR-15 with 30-round magazine is “suitable for personal defense use in close quarters”
This government document openly admits that AR-15s with 30-round magazines and capable of fully automatic fire are “suitable for personal defense” in close quarters (i.e. your home).
CNN, of course, doesn’t want you to ever hear that. Nor does Feinstein, Cuomo, Schumer, Obama, Eric Holder or any other gun grabbers. Even while their own government is arming up with 1.6 billion rounds of ammo and 7,000 full-auto “assault rifles” (plus lots more in other bids), they are trying to completely disarm the American citizenry through new gun registration and confiscation legislation.
The whole point of all this, of course, is to create firepower disparity between the government and the citizenry… To disarm the People while arming up the government agents who operate domestically. That way, the people can be forced at gunpoint into doing almost anything the oppressive government demands! (Taking vaccine shots, giving up private property, turning over farms and businesses, etc.)
What’s really hard-hitting about this is that the radical left keeps claiming things like “no one needs an assault rifle for personal defense.” Okay, if that true, then the Department of Homeland Security should abandon all such rifles first! Let’s see DHS turn in all its rifles and ammo, thereby setting an example of the “fact” that “nobody needs an assault rifle” for self defense.
In truth, a full-auto AR-15 is an outstanding weapon for self defense, which is exactly why DHS is buying thousands of them. Nothing stops bad guys faster than a barrage of high-velocity lead aimed in their direction. Again, that’s why DHS wants these rifles in the first place. One of these rifles in the hands of a citizen could have stopped the Sandy Hook shooting in seconds.
Pay attention to the word games (which are really mind games)
As you observe the highly manipulated gun control argument, pay special attention to the word games you’re being subjected to:
An AR-15 in the hands of a citizen is an “assault rifle.”
But an AR-15 in the hands of a DHS agent is a “Personal Defense Weapon.”
A full-auto-capable rifle in the hands of a citizen is called a “machine gun.”
A full-auto-capable rifle in the hands of a DHS agent is called a “select-fire rifle.”
According to the media, all government agents with assault rifles are presumed innocent and assumed to be stopping crime.
But all private citizens with assault rifles are presumed guilty and assumed to be causing crime.
When one citizen goes crazy and murders a bunch of people, the call goes out for ALL citizens to be stripped of their firearms.
But when one government agent goes crazy and murders a bunch of people, the calls goes out for MORE guns to be placed in the hands of MORE government agents!
Thank you, DHS, for admitting the truth
In summary, it looks like we actually need to thank the DHS for admitting the truth that Obama won’t: AR-15s are personal defense weapons, suitable for use in close quarters, especially when equipped with 30-round magazines.
That’s why I own one, and it’s why DHS wants thousands more (but theirs are full-auto, while mine is only semi-auto).
As a general rule, all freedom-loving Americans should want the same firepower their domestic government possesses. That’s the whole point behind the Second Amendment, and it represents the distribution of power in a free society.
But instead of firepower being equal in America today, DHS is using our taxpayer dollars to purchase thousands of full-auto weapons for their own agents. This is apparently being done under ICE (Immigration and Customs Enforcement).
This brings up the question for another entire article, and here’s the question: Why does immigration need 7,000 full-auto assault rifles? Is there a friggin’ Mexican invasion planned that nobody told me about? Is ICE going to invade Mexico and start a shooting war with the Mexican drug cartels?
Seriously: Why does ICE need 7,000 full-auto assault rifles? And why does DHS need 1.6 billion rounds of ammo?
