The Devil Is In The Details And Obama Has Gotten Skewered By The Chinese. We All Will Pay

The World Has Waited for the U.S. and China to Take Action on Climate Change. They Just Did.

President Barack Obama and Chinese President Xi Jinping announced on Wednesday commitments to reduce both countries’ greenhouse gas emissions. The surprise announcement, which came while Obama visits Beijing this week, is the clearest sign yet the two countries are serious on climate change.
After months of negotiations with China, Obama has pledged the U.S. to cut emissions between 26 and 28 percent below 2005 levels by 2025. This is double the pace of carbon cuts the U.S had already pledged to reach by 2020.
But China’s commitments might be even more unexpected, because it is the first time the growing economy has committed to a year for capping its emissions—seen as a crucial step for avoiding the worst-case scenarios of global warming. Xi pledged this will happen around 2030, though it will try to reach this peak as early as possible. China also agreed to increase the share of energy that doesn’t come from fossil fuels to 20 percent by 2030.
Together, the U.S. and China are responsible for 45 percent of global emissions. For that reason alone, they are the most closely watched countries in the year before climate change negotiators convene in Paris to set post-2020 goals that finally slow carbon pollution.
Here’s why the rest of the world will take note: 

China is serious about climate change.

China had already signaled it would tackle air pollution and greenhouse gas emissions, with initiatives like launching a national market for trading carbon permits and promising to make Beijing coal-free by 2020. Experts like Jake Schmidt, director of the International Program at the Natural Resources Defense Council, just weren’t sure how much it was ready to commit to. “A couple of years ago, if anybody had said that China will have its C02 peak in 2030, it would have sounded unrealistic,” Schmidt said in an interview. “Most analysts back then were talking about 2040 or much later.”
Republicans have long used China’s growing emissions as a reason why the U.S. should do nothing. For instance, Senator Marco Rubio argued in 2013 that as “a country, not a planet,” U.S. action would have “a very negligible impact on the environment […] China, India, and others — they’re now the largest polluters in the world by far.” (A Climate Desk video compiles more of these excuses). China could just as easily point out that the U.S. was not doing enough as the world’s biggest polluter historically. This deal undercuts a favorite Republican excuse for sitting out of a global climate change agreement. 

Obama has more planned.

Obama’s target would double the average pace of carbon cuts from 2005 to 2020, now at 1.2 percent per year, to 2.8 percent. According to the White House, the 26-28 percent cuts can be done under existing law. But the reality is that reaching these cuts requires commitment from both this White House, and the next one. Of course, this is assuming that the Environmental Protection Agency’s proposals to cap power plant emissions remain intact, despite Republican opposition. There are at least two sectors these cuts could come from: the transportation sector, which hasn’t seen demand rise since 2005, and in the power sector, by strengthening the EPA's plan for carbon cuts from coal-fired power plants and increasing renewable energy.

Both countries have a lot of work ahead to get to these targets.

The administration says this will be achievable under existing law. It assumes the Environmental Protection Agency’s regulations to slash carbon pollution from power plants 30 percent by 2030 are in full swing. But there is also intense Republican opposition to the EPA’s plans, and to Obama’s. The new Congress is led by climate change deniers, who will obstruct the president’s plans. The next Senate Majority Leader, Mitch McConnell, has suggested he will use must-pass appropriations bills as leverage to force Obama into delaying or weakening his own climate regulations.
Xi may not have to deal with Congress, but China has its own challenges ahead. The next step to watch for is specific regulations and goals that are outlined in China’s next five-year plan. It won’t be easy to meet these pledges: Non-fossil fuels made up 9.8 percent of China’s energy sources energy in 2013. To achieve 20 percent of its energy from non-fossil fuels, China will need to add clean and nuclear energy at an enormous scale. It would need to install generating capacity that almost equal the total electricity generating capacity of the U.S. Right now, according to the Washington Post, China “completes a new coal plant every eight to 10 days." 

There’s even more to do.

This probably isn’t enough to reach the drastic cuts scientists say are needed to limit rising global temperatures to 2 degrees Celsius—the level of warming policymakers say is acceptable. Other countries will announce their own intended targets through the first few months of next year, and from there, negotiators and activists hope to pressure countries to commit to even more. “The U.S. and China should make it a race to the top, catalyzing other countries to announce their targets and build momentum leading up to Paris,” World Resources Institute Climate Program Director Jennifer Morgan said in a statement. Europe has already announced a targetof at least 40 percent cuts over 1990 levels by 2030. Will India, another major polluter, be next?
This deal may only be a start to a year of climate change negotiations, but it’s certainly a good sign, says Schmidt.
“It’s the agreement that people have been waiting for, for a long time. It’s the two biggest emitters, the two largest economies, the two biggest drags on agreement over the years. For them to step up and say we’re going to take deep actions, it will send a powerful signal to countries around the word."

WASHINGTON, D.C. – Call him the new senator from Alaska.  Or ALASKA, if that's not clear enough.
Alaska's voters have decided that former Clevelander Dan Sullivan will legitimately represent their interests in the U.S. Senate come January, the Associated Press has determined. Thus ends the "Outsider" (always with a capital "O') trash talk.
This comes a week after Election Day, and Sullivan's opponent, single-term Senate incumbent Mark Begich, has not conceded. Only 7,911 votes separated Sullivan, a Republican, and Begich, a Democrat, as of Tuesday night.
But the Associated Press, which tends to be cautious in these matters, reported that it sees no way for Begich to close the lead that Sullivan has.
Sullivan, a former Marine and longtime Marine reservist, grew up in the Cleveland area and his family heads RPM International, the Medina-based company that makes paint primer and sealers.  His wife is Alaskan, and Sullivan calls Alaska home. Sarah Palin appointed him to be Alaska's attorney general when she was governor, and Palin's successor made Sullivan the state's natural resources commissioner.
But Sullivan also spent time in Washington, D.C., and owned a home in suburban Maryland while working for President George W. Bush's administration – as a White House fellow, a staff director for the National Security Council, and ultimately an assistant secretary of state for economic, energy and business affairs.
Democrats tried to use that as part of their campaign to cast Sullivan as a Clevelander, a Washingtonian, a man from cities that cannot understand a place where caribou outnumber people.
And while Sullivan didn't brag to Alaskans about his love for Cleveland, he relied upon his Cleveland ties for fundraising, getting more campaign money from Northeast Ohio than anywhere else, according to the Center for Responsive Politics. When he'd come to Cleveland to raise cash, Democrats or their allies would try to publicize it as a Sullivan homecoming.
But the attacks failed. Unless the A.P. is wrong, Sullivan will take a seat in the Senate in January, the next and legitimate senator from the Last Frontier.
Sullivan said on Facebook, "I am deeply humbled and honored to be chosen by my fellow Alaskans to serve them in the United States Senate. From day one we told our supporters that we would run a campaign that Alaskans could be proud of and that's what we did. But we couldn't do it alone and Julie and I are so grateful for the incredible support and encouragement we received from Alaskans in every corner of our state."

Abbas Vows to End Jewish “Contamination” of Temple Mount

Palestinian Authority President Mahmoud Abbas warned Tuesday that he and fellow Palestinians would not allow Jews to “contaminate” the Temple Mount, adding that allowing Jewish prayer at the site would result in a global “religious war.”
In a speech given to thousands at a gathering commemorating the 10th anniversary of the death of PLO leader Yasser Arafat in Ramallah, Abbas warned that the Israeli government was attempting to change the status quo on the Temple Mount.
“Keep the settlers and the extremists away from Al-Aqsa and our holy places,” Abbas stated.
“We will not allow our holy places to be contaminated. Keep them away from us and we will stay away from them, but if they enter Al-Aqsa, we will protect Al-Aqsa and the church and the entire country,” he added. .
Abbas defended the violent riots perpetrated by Muslim “heroes” at the Al-Aqsa Mosque, saying that they “have a right to defend themselves and the holy places.”
He further stated that no Muslim or Christian would ever recognize Jerusalem as the capital of Israel. “The Muslim and Christian worlds will never accept Israel’s claims that Jerusalem belongs to them. The Jerusalem that was occupied in 1967 belongs to us,” Abbas declared.
The Temple Mount is one of the most hotly contested religious sites in the world. The holiest site in Judaism and the third holiest in Israel, Jews are forbidden from praying on the Mount. Israel captured the Temple Mount in 1967 from Jordan but allowed the Muslim Waqf to remain in control of the area.
 
Over the last several weeks, Israeli security officials have had to chase rioters fleeing into the Al-Aqsa Mosque itself. Stone throwing and Molotov cocktail attacks have become commonplace on the Temple Mount.
While Israeli Prime Minister Benjamin Netanyahu has repeated several times that he does not intend to change the status quo on the Temple Mount, Abbas and fellow Palestinian leaders continue to incite violence against Israel.
“Israel’s leaders are making a big mistake if they think they can turn back history, to impose a reality, and to divide the Al-Aqsa Mosque as they divided the Ibrahimi Mosque in Hebron,” Abbas stated, referring to the Cave of the Patriarchs which has both Jewish and Muslim prayer.
Abbas promised that he would present a resolution to the UN Security Council by the end of this month to force Israel to withdraw from parts of Jerusalem, Judea and Samaria by November 2016. He said that “no pressure” would deter him.

In a response to Abbas’s claims, Netanyahu accused the Palestinian president of spreading “lies” about Israel and for fueling “wild incitement” and violence among Israeli Arabs and Palestinians.
“Today, Abu Mazen [Abbas] has again proven that he is irresponsible,” Netanyahu said at a press conference. “Instead of calming the situation he is inflaming it. Instead of speaking the truth, he is disseminating lies to the effect that we intend, or are operating in some way, to change the status of the holy places – this is a gross lie.”
The prime minister announced new measures that will be taken by Israel to stem the wave of violence that has spread from East Jerusalem across the country.
“We are in the midst of a campaign of incitement and terrorist directed against the State of Israel and its citizens,” Netanyahu said. “This campaign has continued since the foundation of the state and even before then. We have defeated terrorism until today and we will defeat it this time as well.”
Among the new directives issued by the prime minister, increased numbers of security forces will be deployed across the country, the demolition of terrorists’ homes will resume, and harsher measures against rioters are to be adopted.
“We will take a firm hand against those who throw stones, Molotov cocktails, and of course fireworks,” he said. “We will outlaw organizations that are fomenting the situation in Jerusalem.”

Want To Know How To Slow Ebola? Start Practicing The Kosher Laws!

Rabbis became, in essence, the health department of their time.
Much as Jews were accused and attacked for supposedly spreading the plague in the 14th Century because their dietary ad sanitary rituals gave them a slight edge in preventing disease, doctors in West Africa have been attacked on suspicion that they are actually infecting people with the disease rather than combating it.
In an era before antibiotics, blood tests and digital scanning thermometers; In an era before EKG's, stethoscopes, blood transfusions and even refrigeration; In an era before doctors, science and even a rudimentary understanding of human anatomy, there was the ancient Jewish dietary law of kosher, which continues to offer a lesson for today's fractured societies of western Africa struggling to contain the Ebola epidemic.
Centuries ago, with an understanding of microbes and hygiene still far in the future, Jews observed that those who ate meat from sick or dead animals would often fall ill and die. Similar woes could result from animals not consumed in a timely way after being slaughtered. While they didn't know of trichinosis, they also saw that eating pork could be fatal. Shellfish and fish without scales contained a similar lethal threat. The rich and frothy milk of that time could produce gastro illness when served with meat.
While the society was agrarian, life was harsh and painfully short and government was the oppressive rule of hostile royalty, there was an understanding among Jews that certain culinary behavior triggered serious illness. As a result, dietary laws were put into place by an observant community that sought to protect the individual and public health. They were then codified by religious leaders for the purpose of creating a collective societal memory of what the faithful could and could not consume. Rabbis became, in essence, the health department of their time, providing approved animal certification prior to slaughter.
Today, in western African countries, where Ebola has left villages and towns looking like the plague-stricken Medieval communities of Europe, the lessons of how and why kosher laws were created and sustained have a practical application for those struggling to subdue Ebola. Like plague-wracked Europe in the mid-1300s, cultural patterns play a significant role in shaping how the disease spreads among West Africans. For example, West African funeral ceremonies traditionally mandate the kissing of the deceased body or touching the corpse in a final farewell. In addition, a communal meal is often observed while sitting beside the dead. Seeking to prevent these practices, doctors have warned that these rituals expose scores to the Ebola virus at its most virulent stage.
In addition, superstition is alive and well in West Africa. As our national focus remains centered on preventing the further intrusion of Ebola in the United States, and the international medical effort seeks to contain the disease, it is time to go beyond the plasma, vaccines and science SWAT teams now on the ground. Sociologists and anthropologists can play an equally critical role by taking a page from the ancient kosher laws drafted by Jewish elders by beginning the task of changing critical aspects of tribal culture. This will help ensure that Ebola and other future viral borne diseases meet a firewall of prevention based on an individual's revised cultural behavior and the adjusted collective response from the larger community. The village elders, traditional healers and church leaders all must become part of the response network that alters the cultural behavior patterns that currently give Ebola a virtual highway to further infect and decimate. They need to be made part of the affirmative process of changing cultural and tribal behavior to prevent disease.
In the centuries since the Jews wove their kosher rules into their religious rituals, science has established why those intuitive laws imposed on their community made so much sense. Today, some might argue that applying kosher laws in an era of electricity, hygiene, regulatory oversight of food production and a health care infrastructure of extraordinary depth makes them all irrelevant. Or have they? When we learn of agribusiness contamination, salmonella outbreaks, seabed toxins and similar threats to the food chain, those centuries-old kosher laws seem more relevant than ever.
In a land where official corruption robs West Africans of basic necessities and a sorely tested international medical community can't plug the gaps in preventing new Ebola cases fast enough, it's time to take a page from what the Jews wrote long ago and use these fundamental principles as part of the response required to stop a 21st century plague.

Not a single Palestinian Authority official has denounced the wave of terror attacks on Israel. They, too, are afraid of being condemned by their people for denouncing "heroic operations" such as ramming a car into a three-month old infant.
Kerry and other Western leaders do not want to understand that Abbas is not authorized to make any concessions for peace with Israel. For Abbas, it is more convenient to be criticized by the U.S. and Israel than to be denounced by his own people. Ignoring these facts, Kerry tried to pressure Abbas into making concessions that would have turned the Palestinian Authority president into a "traitor" in the eyes of his people. Abbas knows that the people he has radicalized would turn against him if he dared to speak out against the killing of Jews.
The recent spate of terror attacks in Jerusalem, Tel Aviv and the West Bank did not come as a surprise to those who have been following the ongoing incitement campaign waged by Palestinians against Israel.
This campaign escalated immediately after U.S. Secretary of State John Kerry's last failed "peace process" between Israel and the Palestinians. Kerry's "peace process" actually put Israelis and Palestinians on a new collision course, which reached its peak with the recent terror attacks on Israelis.
Kerry failed to acknowledge that Palestinian Authority [PA] President Mahmoud Abbas does not have a mandate from his people to negotiate, let alone sign, any agreement with Israel. Abbas is now in the tenth year of his four-year term in office.
Nor did Kerry listen to the advice of those who warned him and his aides that Abbas would not be able to implement any agreement with Israel on the ground. Abbas cannot even visit his private house in the Hamas-controlled Gaza Strip, and he controls less than 40% of the West Bank. Where exactly did Kerry expect Abbas to implement any agreement with Israel? In the city-center of Ramallah or Nablus?
What Kerry and other Western leaders do not want to understand is that Abbas is not authorized to make any concessions for peace with Israel, and has even repeatedly promised his people that he would not make any concessions for the sake of peace with Israel.
In a speech in Ramallah on November 11, marking the tenth anniversary of the death of his predecessor, Yasser Arafat, Abbas declared: "He who surrenders one grain of the soil of Palestine and Jerusalem is not one of us."
This statement alone should be enough for Kerry and Western leaders to realize that it would be impossible to ask Abbas to make any concessions. Like Arafat, Abbas has become hostage to his own rhetoric. How can Abbas be expected to accept any deal that does not include 100% of his demands -- in this instance, all territory captured by Israel in 1967?
Abbas himself knows that if he comes back with 97% or 98% of his demands, his people will either spit in is face or kill him, after accusing him of being a "defeatist" and "relinquishing Palestinian rights."
This is precisely why Abbas chose to walk out of Kerry's nine-month "peace process." Realizing that Israel was not going to offer him 100% of his demands, Abbas preferred to abandon the peace talks last summer.
For Abbas, it is more convenient to be criticized by the U.S. and Israel than to be denounced by his own people for achieving a bad deal with Israel.
Ignoring these facts, Kerry tried to pressure Abbas into making concessions that would have turned the Palestinian Authority president into a "traitor" in the eyes of his people.
Instead of being honest with his people and telling them that peace requires painful concessions also on the part of Palestinians, and not only Israel, Abbas has chosen -- ever since the collapse of Kerry's "peace process" -- to incite Palestinians against Israel.
Abbas has since held Israel responsible for the collapse of Kerry's effort. Abbas has used both the media and fiery rhetoric to tell his people that there is no peace partner in Israel. He has also been telling his people that Israel's only goal is to seize lands and carry out "ethnic cleansing" and "genocide" against Palestinians.
Abbas's recent charges that Jewish settlers and extremists are "contaminating" the Al-Aqsa Mosque in Jerusalem need to be seen in the context of the massive incitement campaign that escalated in the aftermath of the failure of Kerry's "peace process."
During the past few months, Abbas, Hamas and Islamic Jihad have radicalized Palestinians to a point where it has become laughable even to talk about any peace process with Israel.
Abbas is well aware that his people will condemn him if he ever returns to the negotiating table with Israel. That is why he has now chosen a different strategy -- to try to impose a solution with the help of the United Nations and the international community.
Abbas wants the international community and UN Security Council to give him what Israel cannot and will not offer him at the negotiating table.
The incitement campaign against Israel is reminiscent of the atmosphere that prevailed in the West Bank and Gaza Strip immediately after the botched Camp David summit in the summer of 2000. Then, Yasser Arafat also walked away from the table after realizing that Israel was not offering him all that he was asking for, namely a full withdrawal to the pre-1967 lines.
Upon his return from Camp David, Arafat also unleashed a wave of incitement against Israel; eventually the incitement led to the eruption of the second intifada in September 2000.
Now Abbas is following in the footsteps of Arafat by stepping up his rhetorical attacks on Israel. This time, Hamas and other terror groups have joined Abbas's incitement campaign by openly calling on Palestinians to use cars and knives to kill Jews in order to "defend" the Al-Aqsa Mosque.
Abbas's refusal to condemn the recent terror attacks on Israel may be attributed to two motives: fear of his people, and the belief that violence will force Israel to make far-reaching concessions. By refusing to denounce the attacks, and even praising the perpetrators as heroes and martyrs (as he did in the case of Mu'taz Hijazi, the east Jerusalem man who shot and wounded Jewish activist Rabbi Yehuda Glick), Abbas is indicating his tacit approval of the violence.
Not a single Palestinian Authority official, in fact, has denounced the wave of terror attacks on Israel. They, too, are afraid of being condemned by their people for denouncing "heroic operations" such as the stabbing murder of a 26-year-old woman or ramming a car into a three-month-old infant.

Abbas is hoping that the terror attacks will keep the Israeli-Palestinian conflict at the top of the world's agenda at a time when all eyes are turned toward the threat of the Islamic State terror group in Syria and Iraq. He also knows very well that the people he has radicalized would turn against him if he dared to speak out against the killing of Jews.
