A federal judge on Friday ordered Hillary Clinton to answer questions in writing from a conservative legal advocacy group about her use of a private email server during her tenure as secretary of state.
U.S. District Court Judge Emmet G. Sullivan issued the order as part of a long-running public records lawsuit filed by Judicial Watch. The judge's decision is only a partial victory for the group, which had sought to question the Democratic presidential nominee in person and under oath.
The judge said Judicial Watch must submit its questions to Clinton by Oct. 14 and gave Clinton 30 days to respond — a timetable that could push Clinton's answers past the November presidential election unless Judicial Watch sends its questions earlier than mid-October.
Judicial Watch is among several groups, including The Associated Press, that have sued the State Department over access to government records from Clinton's tenure as the nation's top diplomat between 2009 and 2013.
Republicans are pressing to keep the issue of Clinton's email use alive after the FBI closed its investigation last month without recommending criminal charges.
In a separate development Friday, former Secretary of State Colin Powell said he once sent Clinton a memo touting his use of a personal email account for work-related messages after she took over at the State Department in 2009.
In a statement provided to the AP, Powell said he emailed Clinton describing his use of a personal AOL account for unclassified messages while leading the State Department under President George W. Bush. Powell, a Republican, said he told Clinton his use of personal email "vastly improved" communications within the department, which at the time did not have an equivalent internal system.
Powell said the FBI may have obtained a copy of his memo to Clinton during its yearlong investigation into Clinton's use of a private email server to handle sensitive information during her time as secretary. It was not immediately clear whether Powell's email to Clinton was among the documents from its case file shared earlier this with select congressional committees at the request of House Republicans.
Powell, a retired Army general and former chairman of the Joint Chiefs of Staff, said he used a secure computer on his desk at the State Department to manage classified information.
Unlike Clinton, Powell relied on a commercially available service to host his personal email account. Clinton's private server was located in the basement of the New York home she shared with her husband, former President Bill Clinton.
Powell issued the statement after veteran political journalist Joe Conason released an excerpt from his upcoming book about Bill Clinton that recounts a 2009 dinner party for Hillary Clinton hosted by former Secretary of State Madeleine Albright. Powell was in attendance, along with other former secretaries including Henry Kissinger and Condoleezza Rice.
During dessert, Powell advised Clinton to use a personal email account while in office, as he had done, according to the passage from the book"Man of the World: The Further Endeavors of Bill Clinton"provided to AP. Powell reportedly told Clinton that his use of personal email to communicate with his staff had been "transformative for the department."
According to Conason's retelling, Clinton replied that she had already decided to continue using the private server in her home she had relied on during her 2008 presidential bid.
The Clinton campaign declined to comment on whether the account of the dinner conversation described in Conason's book is accurate.
In his statement, Powell said he has "no recollection" of his purported dinner conversation.
We attended the Trump rally in Dimondale, MI, which is about an hour from where we work. The event was filled to capacity and Trump and General Flynn did not disappoint.
We were impressed with the speech, Trump spoke for approximately forty-five minutes without notes and sprinkled facts and issues that were a targeted at his Michigan audience. NAFTA, TPP, companies leaving the US, unfair trade policies, Ford's plant in Mexico and other auto related comments made the crowd enthusiastically cheer.
At one point in the talk, Trump mentioned Mexico and the crowd began chanting, "Build The Wall". There was a lot of support of his policies in regard to Mexico.
The "reach out" to the African American community is the one thing that stuck out in our minds. Trump made a great point. After 50 years of Democratic control, Detroit is a mess. So what does it matter if African-Americans change their mind and vote for him? It can't get much worse.
If the Dimondale event is any indicator of support, Trump should do well in Michigan in the fall. We hope that is correct.
Trump to African Americans: 'What Do You Have to Lose?'
Donald Trump made his most direct appeal to African Americans on Friday, asking "What do you have to lose?" while slamming longstanding Democratic policies that have destroyed inner cities and sent manufacturing jobs to Mexico and other countries.
"We cannot fix our problems by relying on the same politicians who created our problems in the first place," Trump told a rally in Dimondale, Mich., a suburb of Lansing in the southwestern part of the state. "A new future requires brand-new leadership.
"Look how much African-American communities have suffered under Democratic control," he continued in his appeal to the party's longtime base. "To those I say the following: What do you have to lose by trying something new, like Trump? What do you have to lose?
"You're living in poverty. Your schools are no good. You have no jobs. Fifty-eight percent of your youth is unemployed.
"What the hell do you have to lose?" Trump asked before predicting, "at the end of four years, I guarantee you that I will get over 95 percent of the African-American vote — because I will produce.
"I will produce for the inner cities and I will produce for the African-Americans.
"One thing we know for sure is if you keep voting for the same people, you will keep getting the same — exactly the same result," Trump said.
"Hillary Clinton is a throwback to an ugly past where politicians preyed on our poorer citizens while selling them out for personal gain."
The Republican presidential nominee's speech comes after a bruising week that saw a major shake-up of his campaign staff, including a new chief executive, Breitbart News executive chairman Steve Bannon, and Friday's resignation of campaign chairman Paul Manafort amid reports of lobbying ties to Ukraine.
Trump has been referencing African Americans in speeches — mostly in suburban or heavily white communities — since last week's racial unrest over a police-involved shooting in Milwaukee, but Friday's comments marked his most direct appeal to date.
He cited the contributions blacks have made to the country throughout history, hammered Democrat Hillary Clinton for backing policies that have "harmed" African-American communities over the years and said that his jobs plan would restore manufacturing to cities like Detroit and other Midwestern states.
"The African-American community has given so much to this country," Trump said. "They fought and died in every war since the Revolution. They've lifted up the conscience of our nation in the long march toward civil rights. They've sacrificed so much for the national good.
"Yet, nearly four in 10 African-American children still live in poverty, and 58 percent of young African-Americans are not working. They cannot find a job.
Being Jewish in France continues to get more dangerous by the day.
The rising number of attacks on Jews and synagogues in recent years has been well documented, but it has nothing to do with terrorism and certainly not Islamic terrorism, French authorities say.
The latest attack came in Strasbourg, France, where an Orthodox Jewish rabbi was attacked in broad daylight Friday and left hospitalized by a knife-wielding Muslim yelling “Allahu Akbar!”
The incident was immediately scrubbed by French police as “not terrorism related” in what has become a pattern across Europe, Canada and the United States.
Instead of calling it terrorism, the authorities initially refer to the assailant as mentally ill or “suffering from psychiatric issues,” as the Daily Mirror reported on the latest incident, which took place just outside the rabbi’s home about 500 yards from the main synagogue in the city’s Jewish quarter.
As recently as Aug. 11, a woman ran over two police officers in Montreal with her car while yelling “Allah!” and she was also deemed mentally ill by Canadian authorities, CIJ News reported.
In fact more than 25 jihadist attacks over the past couple of years have been attributed at one point or another to mental illness, as WND reported earlier this month. Among them have been the Chattanooga, Orlando, Fort Hood, Tulsa and San Bernardino attacks on U.S. soil.
The attacker in Strasburg was restrained by a witness before being arrested by police following the attack in the middle of the street, according to the Daily Mirror.
As reported by French news site DNA, several witnesses heard the man shout “Allahu Akbar” while carrying out the assault about 11.45 a.m.
The 62-year-old Hasidic rabbi was reported to be in stable condition and is expected to make a full recovery.
Sources close to the investigation say terrorism has “already been ruled out, with the attacker thought to have mental health problems,” the Mirror reported.
The victim — identified as Mr Levy — was wearing religious garments when he was attacked.
“He was walking home from the market after buying some things for the Sabbath and when he was by his house, someone came up to him and screamed ‘Allahu Akhbar’ and stabbed him,” Samama, who is also a rabbi in Strasbourg, told RT.com.
Samama also added that Levy was very lucky as the stab wound was close to his heart.
“He is very shocked and when he was telling me the story for the first time, he was crying,” Samama told RT. “He feels that he has had a miracle because when the guy stabbed him the first time, he wanted to stab him again, but he had an amazing reaction and was able to run away.”

Witnesses say that the attacker was between 30 and 40 years old. According to the Journal du Dimanche publication, the attacker had a history of psychiatric problems.
“In 2010, he attacked another Jew in the city center of Strasbourg and he has psychological problems… How is it possible that someone like this can be on the streets as he can attack anybody,” Samama said.
Is it Islam or is it insanity?
The defining element of insanity, for legal purposes, has long been that the perpetrator is not aware that his actions were wrong. That would account for almost all Islamic terrorists, who believe their violent outbursts are part of the Quran’s instructions for them to wage jihad against non-Muslims and therefore they are morally justified.
Clearly, if a Muslim attacks a Jew in France he is automatically seen as mentally ill.
“According to the Journal du Dimanche publication, the attacker had a history of psychiatric problems….According to Strasbourg’s chief rabbi, Rene Gutman, the attacker had carried out a similar assault six years ago on a Jew in the city. He was arrested on that occasion and placed in a psychiatric hospital, the France Bleu publication reports.”
“And clearly the psychiatric treatment didn’t cure him of the will to wage jihad,” Spencer wrote. “But don’t be concerned: ‘The reference to Islam is worrying, but it does not reflect the current climate that exists between the Jewish and Muslim communities in Strasbourg,’ Gutman said.”
“Oh, good,” Spencer concluded. “Then we can all go back to sleep.”
