Secretary of State John Kerry has been conspicuously quiet about his predecessor's email controversy, and perhaps now we know why.

One of the emails that the State Department released on Friday was sent by Kerry—from his iPad—to then-Sec. Clinton, and it has been determined that that email contained classified information.

This isn't the first time an email from Kerry has been found on her server—previous email releases have shown that she and her staff communicated with him on a number of occasions when he was a senator—but this is the first email that has been classified as "Secret."

In the heavily-redacted email, dated May 19, 2011, Kerry, who then chaired the Senate Foreign Relations Committee, appears to be discussing negotiations between India and Pakistan. Besides Clinton, the email was sent to Tom Donilon, who then served as President Obama’s National Security Advisor.

Clinton forwarded the email to an aide, instructing her to “Pls print” the document.

The redactions in the email are listed under the Freedom of Information Act exemptions 1.4(b) and 1.4(d), which are categories reserved for information gleaned from foreign government sources.

The kicker is that Kerry sent Clinton the information from his iPad, a communications device that would have been much more vulnerable to hackers than an encrypted communications system.

According to the RNC’s calculations, 243 emails released Friday were classified at some level, bringing the overall number of classified Clinton emails to 1,583. The State Department also announced Friday that it is withholding in full and into perpetuity 22 emails that contain “Top Secret” information — the highest classification category.

The State Department is withholding another 18 emails between President Barack Obama and then-Sec. Hillary Clinton, citing "the longstanding practice of preserving presidential communications for future release."

Emails on Hillary Clinton’s “home-brew” email server were so sensitive that senior lawmakers with the highest levels of security clearance must sign additional nondisclosure agreements before viewing them.

Senior members of the Senate Foreign Relations Committee and other key lawmakers do not have authorization to view intelligence known as “special access programs,” or SAP, on Clinton’s server, a source told Fox News on Thursday.

The former secretary of state has been dogged with new questions on her handling of classified documents since news of the SAP intelligence was reported Tuesday. A Jan. 14 letter from Intelligence Community Inspector General I. Charles McCullough III to lawmakers and officials confirmed SAP intelligence passed through Clinton’s server. The letter was exclusively obtained by Fox.

“To date, I have received two sworn declarations from one [intelligence community] element. These declarations cover several dozen emails containing classified information determined by the IC element to be at the confidential, secret, and top secret/sap levels,” said the IG letter. “According to the declarant, these documents contain information derived from classified IC element sources.”

The Democrat front-runner’s campaign spokesman Brian Fallon responded Wednesday by alleging McCullough, an appointee of President Obama, was part of a “coordinated leak” with Republicans.

“Two months ago, there was a Politico report that directly challenged the finding of this inspector general, and I don’t think he liked that very much,” Fallon told CNN anchor Alisyn Camerota, WND reported. “So I think that he put two Republican senators up to sending him a letter so that he would have an excuse to resurface the same allegations he made back in the summer that have been discredited.”

Clinton told NPR on Thursday that McCullough’s letter was just “another leak” meant to hurt her campaign.

“I’m just going to leave it up to the professionals at the Justice Department because nothing that this says changes the fact that I never sent or received material marked classified,” Clinton said.

Fox chief intelligence correspondent Catherine Herridge said Clinton’s comment was a giant red herring.

“It is the content that is classified – not the format it is in,” Herridge said Thursday. “To suggest to people that there is somehow a bigger rubber stamp with ‘classified’ that’s smacked on every document is completely misleading and that something you only see in the movies. Mrs. Clinton knows better because she had to have special training as secretary of state because she has classification authority.”

Herridge said the State Department final release of Clinton’s emails next week will not include the SAP emails because everything but the date, time-stamp, and subject line would need to be redacted.

Thomas Dupree, a former Justice Department official, told the network that warnings from State Department IT employees and others that Clinton should use an official government account will further complicate her defense.

“If you have a situation where someone was knowingly violating the law and that they knew that what they were doing was prohibited by federal law because other people were saying, ‘You’re violating the law, knock it off,’ and they disregarded that advice and they went ahead, that’s a very difficult case to defend,” Dupree said Thursday.

Approximately 100 FBI special agents are assigned to an investigation that will determine if the former secretary of state violated a subsection of the Espionage Act related to “gross negligence” in handling government documents. That investigation also has a second track, which is to determine whether co-mingling of the Clinton Foundation and State Department business violated public corruption laws.

The State Department has recommended that President Barack Obama remove Cuba from the U.S. list of state sponsors of terrorism, a Senate Foreign Relations Committee aide said on Thursday.Obama, speaking while on a short visit to Jamaica, said only that the State Department had completed its review but that he was waiting for a recommendation from his advisers and would not announce a decision on Thursday.

"State has recommended they be removed from the list," said the Senate aide, who spoke on condition of anonymity.
Removing Cuba from the list would clear a major obstacle in the effort to restore diplomatic relations between Washington and Havana, paving the way for the reopening of embassies that have been shut for 54 years, and signal momentum in ending America's isolation from the Communist island nation.
"That review has been completed at the State Department. It is now forwarded to the White House. Our inter-agency team will go through the entire thing and then present it to me with a recommendation. That hasn't happened yet," Obama said.
He ordered the review after announcing a diplomatic breakthrough with Havana on Dec. 17 and has vowed to act quickly once he receives the recommendation.

If President Barack Obama doesn’t come up with a strategy to exterminate the Islamic State of Iraq and Syria (ISIS), the United States is in imminent peril of jihadists blowing up Americans on U.S. soil, Wisconsin Sen. Ron Johnson, a member of the Senate Committee on Foreign Relations, warned Thursday on “America’s Forum.”

“President Obama declared about a year ago that the war on terror is over, it is not over,” Johnson said. “ISIS is not war weary. This is a direct threat to the United States and to American citizens and we just saw that in the brutal execution of (American journalist) Jim Foley. We need a president that recognizes the reality, fully engaged, on the job, leading and assembling this coalition of the willing to defeat ISIS.”

Each month, ISIS funnels 30 to 50 suicide bombers into Iraq, according to Johnson, and they are people with western passports, enabling these same people to seamlessly re-enter western nations.

“An Australian and German suicide bomber set themselves off in Baghdad and we've seen the first American suicide bomber set himself off in Syria in May,” Johnson said.

ISIS released video this week of a member of the terror group – a man referred to as John -- beheading Foley. That’s just the tip of the iceberg, according to Johnson.

“We've seen the brutality, the barbarism of ISIS,” he said. “Their diplomacy is beheading. It is crucifixion. When they're not committing mass execution, they're burying people alive, kidnapping women and forcing them into forced marriages. I saw a picture of an ISIS terrorist with his arms around his 7-year-old bride. This is evil. It has to be defeated. It cannot be contained. They are emboldened. They are feeling their strength is growing and they need to be defeated.”

Johnson implored Obama to devise a plan to defeat ISIS, a terror organization the senator characterized as “highly organized …. highly trained and they patiently executed a strategy to establish this caliphate. Their long term goal is they want to use this caliphate, this territory base, to attack the west.”

Obama has waffled on foreign policy and ISIS is capitalizing on the weakness, according to Johnson, who said that Obama has drawn “a red line that has already been crossed.”

“The future is won by people who go out and win it,” Johnson said. “It is won by people who go defeat evil. It doesn't just happen by itself. I'm looking for a real strategy out of this president beyond just protecting Americans in Baghdad and acting when there's just a humanitarian crisis about to be committed. We need a president that is leading the world that is assembling that coalition that would include western nations and Arab states. We need a president on the job. You mention the president going back to the golf course and it’s further evidence of his detachment, his lack of leadership on this issue and this is a moment in time when America sorely needs strong leadership.”
