Giuliani: Hillary Should Be Considered 'Founding Member of ISIS'

Former New York Mayor Rudolph Giuliani wasn't much impressed with Democratic presidential front-runner Hillary Clinton's anti-terrorism speech on Wednesday, saying the former secretary of state is partly responsible for the rise of the Islamic State (ISIS.)
"She helped create ISIS. Hillary Clinton could be considered a founding member of ISIS," Giuliani said Wednesday on Fox News Channel's "The O'Reilly Factor."
Clinton was part of the Obama administration when it withdrew from Iraq and allowed Nouri al-Maliki to be installed as prime minister and run the country "into the ground," he said.
The administration "forced the Shiites to make a choice by not intervening in Syria at the proper time," Giuliani added, and Clinton was part of it when Obama "drew 12 lines in the sand" and didn't follow through.
While Clinton as secretary of state could not force the president to do anything Obama to do anything, she could have resigned, he said, "Which is what a patriot does."
